Guidelines for regional development are set out by the Regional Assembly in the Strategic Regional Plan and the the Regional Development Programme.
The most important EU-part financed operational programmes are the structural fund programmes (the Objective 1 Programme for Eastern Finland in 2000 - 2006 and the programmes improving competitivity and employment as well as the living conditions at the rural areas in 2007 - 2013) and the South-East Finland - Russia Neighbourhood Programme.
These development programmes serve to revitalise the business life of the region as well as raising skills levels and developing rural areas.
Subregional cooperation between the member municipalities plays a central role in the execution of the development programmes. For this purpose cooperative bodies have been established within the subregions of Mikkeli, Savonlinna, Pieksämäki and Juva.
